Rapid Investments, LLC and Axiom Bank, N.A. settled allegations that issuing unsolicited prepaid debit cards (“release cards”) to return the funds of people released from custody, and charging service and inactivity fees against the funds on them, violates the federal Electronic Fund Transfer Act (“EFTA”) and Washington law, including the Washington Consumer Protection Act. Rapid Investments, LLC and Axiom Bank, N.A. denies any wrongdoing and the court made no finding of liability.

A settlement over prepaid debit cards (“release cards”) that carry fees, issued to return people’s money when they were released from a jail, correctional facility, detention center, or other law enforcement facility between January 16, 2024 and June 30, 2026. The settlement website states a $4,200,000 non-reversionary Settlement Fund.

Who is eligible?

All persons in the United States who were: (1) taken into custody at a jail, correctional facility, detention center, or any other law enforcement facility; (2) owed the return of money either confiscated from them or remaining in their inmate accounts when they were released from the facility; and (3) issued a prepaid debit card by Rapid Financial Solutions, LLC and/or Axiom Bank between January 16, 2024 and June 30, 2026, inclusive.

How do you get paid?

Each Class Member who submits a valid claim is eligible for a minimum award of $15.00 plus three times the fees incurred on the release card(s) they received. If the remaining funds are insufficient to pay all valid claims in full, claims will be paid on a pro rata basis.

What proof do you need?

You must submit a claim to receive money from the Settlement. Claims made by email must include your name, address, and the state and facility where you received the card.
